The aspects of the "growth" program have come about as a reactive byproduct of our client work (working with more clients exposes us to their services plus the other agencies they're using which forms a "referral pool" we can pull from whenever a client is looking for help in a specific area), but I love the idea of actually structuring a "growth alliance" and actively promoting and leveraging it to grow your agency.
In case helpful, we've had decent success with personalized gifts/notes (every new client gets one) and a discount on their invoice for each client referred.
For the referral program, we ask them if they want us to "activate" the program on their account and then share them a doc with copy+paste info they need to understand our qualifications and easily promote us to reduce effort. We further reduce effort by letting them know they just need to handle the intro to be eligible and we'll take care of the rest.
Then, we passively remind them of the referral process + discount with a memo on each invoice.
During our engagement, we use privileged moments (ex: big win/milestone hit, engagement length milestone hit) to actively remind them of this discount and the ease of the process.

In terms of speaking in public, paid masterminds with our target avatar have been helpful:
- Smaller, more intimate group and more of a "teaching" setting so potentially less uncomfortable (it sounds like you'd prefer to work on rewriting that story of "public speaking = feeling uncomfortable" with the evidence you've stacked up from past conference experiences)
